Council tightens valet parking rules

Throw up a few traffic cones, collect a few keys and wham, you’re a Houston valet parking company.

But it will not be so simple for much longer.

On Tuesday, the Houston City Council passed a new valet ordinance, which will take effect Nov. 1.

Under the new ordinance, valet parking companies would be required to have more than $300,000 worth of insurance per incident, valid drivers’ licenses for employees and have a parking plan approved by the city before parking cars or picking them up on public streets. Employees would also be required to wear uniforms.

The operators of valet parking companies would also pay an annual fee between $750 and $1,000 to the Convention and Entertainment Facilities Department.

Three years ago, the City Council required valets in downtown Houston to have special parking spots and insurance, but the rest of the city remains a valet wilderness.

“I’d say 60 percent of the businesses have people that are valet companies, that aren’t companies," said Silky Musmanno with Master Valet Parking. "They’re just individuals with no insurance and no permit in place. I speak from experience.

So, she supports spreading the rules now in place for valets downtown, across the entire city.

“And it drives me crazy if you drive somewhere and a valet puts a cone down on a public street," Councilman Michael Berry said. "They have no authority to do that."

Under the new rules, valets would have to ask the city’s permission before parking cars or taking any keys.
