The independent investigator looking into the HPD crime lab says he's
uncovered fraud from years ago.
Michael Bromwich says two analysts, one who still works at the lab and
another who resigned, created "false documentation" on procedures that
were "never performed."
Bromwich says, employees "faked tests" on controlled substances four
times.
He published his findings in a report to city leaders.
