WEST UNIVERSITY PLACE -- Ally and Johnny Evans take advantage of the swings in their West University Elementary School park.

They go there often with their dad, Tim, who believes his kids are pretty safe there.
But the Mayor of West U., Bob Kelly, wants to make it even safer by banning hand held cell phones in school zones.
“I heard some northern cities, maybe Highland Park in Dallas, Denton were considering or had already done it," he said. "It sort of sparked my interest, because I just noticed from my own personal cell phone usage that I’m more distracted when I’m driving and using a hand held cell phone.”
11 News watched as drivers passed through the school zone.
Although it’s Saturday, it didn’t take much to spot people talking, while driving.
That is the same intersection where the West University Police Department set up cones to see just how many drivers were distracted by their cell phone.
It was reported that a high number of people using cell phones ran over the cones.
During the week, more than 1,000 children are dropped off and picked up at West University Elementary.
That’s why one resident, who didn’t want to be identified because she’s also a teacher, is all for a cell phone ban.
“School drop-off and pick-up are probably the most dangerous times during the school day," she said. "I have seen near accidents.”
On Monday, West University Place is scheduled to vote on a cell phone ban.
If it passes, anyone found violating it will face a $200 fine.
