DPS upholds decision to terminate trooper in Bland case

AUSTIN - The Texas Department of Public Safety has decided to uphold the preliminary decision to fire Trooper Brian Encinia, the officer who conducted Sandra Bland's traffic stop.

Encinia requested a meeting with the director to discuss his termination, as is allowed by the department's termination proceedings. That meeting took place on February 5, 2016.

After consideration, DPS Director Steven McCraw issued a letter of final termination.

Encinia may appeal the director's final determination to the Texas Public Safety Commission – the five-member oversight board for DPS. Should he appeal to the PSC, the commission may then set aside or affirm the discharge following a public hearing.
