HOUSTON—The Gulf Coast Violent Offenders Task Force arrested a suspect wanted in the fatal beating of a woman 13 years ago in downtown Houston.

The victim, Josephine Herbert, 47, was pronounced dead in an alley located at 1000 Prairie at about 2 p.m. on Sept. 18, 2001.  Police said she appeared to have been beaten in the head with a piece of concrete that was next to her body.

She had also been sexually assaulted, investigators said.

An autopsy revealed that the victim died as a result of blunt force trauma to the head and manual strangulation.

Joseph Edward Webster is charged with murder in the 176th State District Court.  Recently, new evidence became available that led to the identification of Webster as a suspect in the case, police said.
