HOUSTON—Thousands of Houston municipal employees will be forced to take unpaid days off next year, Mayor Annise Parker said Wednesday.

The formal announcement or details of the plan won’t come until next week.

Parker had announced voluntary furloughs weeks ago, but City Controller Ronald Green has said that at least six mandatory furlough days would be necessary to help balance a multimillion-dollar budget deficit.

Parker wouldn’t speculate Wednesday on how many furlough days would ultimately be part of her plan. However, she said the plan would not include firefighters or police officers.
