HOUSTON—The Fort Bend County Animal Shelter says it is investigating how two dogs, a French bulldog and an American pitbull mix, were euthanized by mistake.

The shelter admitted that protocol was not followed.

The dogs were put down within hours of coming into the shelter, and just as a rescue group was signing papers to take custody of them.

The shelter’s policy is to keep dogs for at least three days before a decision is made to euthanize the animal.
