HARRIS COUNTY – Charges against a 41-year-old man accused of threatening a 9-year-old child were dismissed Thursday morning.

David Dewayne Laws, of Houston, was charged with making terroristic threats, court documents state.

According to an affidavit from the Harris County Sheriff’s Office, Laws left his child at the Early Explorations daycare center on June 13. When he left his child, Laws gave his daughter some money.

Lizbeth Luna, a worker at the daycare, said Laws’ daughter gave the money away to a 9-year-old boy and several other children at the facility.

When Laws returned, he became upset after discovering that his daughter no longer had the money, believing that it had been stolen, the affidavit states.

Witnesses said Laws entered the daycare and went to the classroom. He then delivered a tirade to the 9-year-old boy, raising his voice and accusing the child of being a thief, the affidavit states. Laws told the boy, “If it is not yours, you should not take it.”

The victim told his mother about the incident, the affidavit states. The victim’s mother told investigators that Laws told her son that he would “drop some knowledge on you (him),” and that if it happened again, there would be “more than words between me and your dad.”

As Laws left the day care, Parul Shah, a supervisor, said he told her about the alleged theft and that next time there would be “more personal words” over the matter.

Witnesses said the 9-year-old victim was visibly upset and crying over what Laws had told him.
