Bottle bill would help reduce trash in Texas

HOUSTON—A Houston group is Lobbying Texas lawmakers to pass what’s called a bottle bill.

Under the bill, Texans would pay a dime deposit when purchasing a bottled drink, then turn the used bottles in for a refund.

The Buffalo Bayou Partnership is backing the bill. They’re convinced it would help clean up Buffalo Bayou where hundreds of tons of beverage containers are picked up each year.

Booms trap the debris so workers can suck it up with giant floating vacuum cleaners.

The partnership has five boats running five days a week, from the turning basin along Buffalo Bayou to Shepherd Drive.

Containers that are missed wind up in Galveston Bay and ultimately the Gulf.

A bottle bill could cut the amount of trash dramatically.

"It will reduce our load by about 50 percent," predicted Mike Garver with the Buffalo Bayou Partnership.

Garver said the bottle bill is needed if Texans are serious about the environment.

"The bottle bill will reduce our work on the stream here, and not just this stream but every stream in Texas that goes through a major city," Garver said.

Backers of the bottle bill will take their message to Texas lawmakers in 2011.

Only eleven states have bottle refund bills.

BRILLIANT!! This is a perfect solution to a growing problem. Many places, like California, are already doing this. What you find is that, many people begin to make a concerted effort to collect their trash and turn it in to be recycled. Most of the people who have commented against can rest easy! This tiny incentive means a lot to homeless people and those with a lower SES. I'd gladly pay this small tax so that our beautiful state will feature less roadside/beachfront trash!

An average time for a plastic bottle to biodegrade fully is approximately 450-1000 years.....

Do you have any idea how many bottles my family and I go thru? Obviously not. Once again you're speaking out of your posterior. This kneejerk idea is just plain silly. Promote more self recycling and crack down on litterers instead of making everyone lug huge bags of trash around.

OK so you beleive the guys that created the problem in the first place...I see. If it make you feel better by all means. Curbside recycling costs way more that it's worth, or haven't youy read up that. It costs you money for everyone else to recycle. If you were to take akll your bottles back, it wouldn't cost you a dime. But you want everyone else to pay so YOU don't havre to be bothered with taking your bottles back. ....Hey everyboidy! 1uass1 says he wants your bottles brought to his house. He will recycle them for you!...Typical of the right, we don't want to do anything that is right...please.....

You are the one being rediculous, "don't bother me, I didn't do it" If that is true, why even have laws? You are not going to rob a bank are you? But yet there are laws against it. People litter because they feel they won't be caught. The law on the books brings fines of $250 and up, but people still litter. At least some would take heed that they were loosing money. This isn't about recycling as much as it is about littering. Yes, some will still throw bottles and cans out the window as they drive down the road, but then somebody will come along and pick them up.. But let's nobody inconvienence 1usa1. He already recycles! The fact that it works in other places, means it will work here. Take a look in the picture above, that is what this bill is designed to stop. LITTER! You say that it wasn't worth the time or effoprt...Just look around...It was, worth it.

justdad- I see your reading comprehension is still lacking. I stated I already recycle ALL of my plastic. NONE of it litters anything. Why should I be forced to pay a deposit on bottles and return them to get it back. Answer: I shouldn't. And yes I do remember the time when there was a deposit on glass bottles. Why did they get rid of it? Because it wasn't worth the time or effort, that's why. Do you really think this ridiculous kneejerk bill would stop litter? IF so, there's a bridge I'd like to sell you. Cheap. Let me know when you want to go look at it.

Just take them to the store when you DRIVE there to pick up full ones...Pretty simple concept isn't it? I guess you don't remember the days when cokes came in a returnable bottle? But if it costs you anything...it'll be a little bit of time. Beer and cokes used to come in a can you needed a "church-key" to open. Then came "pull-tabs" and people were just throwing them wherever, now we have cans that keep the tab on them. People are pigs, even "good" people are pigs. If nobody threw trash out, we wouldn't need a law...If nobody drove drunk, we wouldn't need a law.

We are talking literally hundreds of thousands of redemption centers. Where are we planning to put all of them? Like I said, I already recycle all of my plastic. Why should I be forced to haul it all to one of these 'redemption centers' as well as charged extra at the register?

Redemption centers would be close to where the purchase of the beverages are. They would get a handling fee for the containers, either by unit or weight, it would be to their advantage to be as close to the consumer as possible for convenience.

check out www.bottlebill.org the other 11 states are working so well that they have been in existence since the late 70's early 80's . No repeals. Most did not include water bottles since they did not exist then, and so amendments have been made to include them. There is no cost to taxpayers or gov't. The program is run on the monies from unredeemed deposits. The producers, those selling the beverage containers, and consumers, those buying and drinking the beverages, are the ones that participate in the program. The industries like Mohawk, Alcoa, Strategic Materials that use the recycled containers to make, carpet, cans, glass cutlet can not wait to get their hands on uncontaminated feedstock. We're looking at jobs coming into the state! Texas could become the recycling-reliant state of the whole mid-west. Beverage containers are just a part of what Texas can do in the recycling business!

I already recycle all my plastic and bottles by putting them in the recycle bins that they empty on trash day. Now instead I'm going to have to drive them to the store as well as be charged more for them initially? It seems like we all are going to pay for the actions of a few litterers if a bill passes.

The program said the bill would covered, aluminum, glass & plastic containers - not just plastic. Bottle laws only cost those who DO NOT TAKE BACK their containers money. This has worked for over 20 yrs in other states, why not Texas. Most people of Texas have no place to take recycling, this will allow for convenient redemption sites. This is a no brainer.

Check out www.bottlebill.org. There are 11 states that have successfully done this since the 70's and 10 more that have legislation pending. Canada, Mexico, Europe, etc use deposit systems to capture 75%-90% of their beverage containers. The aluminum, glass, and plastic industries are hungry for recyclables, The bottle bill would meet that need, keep the feedstock in the US rather than ship it to China, and encourage jobs to stay in the US. Lots of winners!

Patrick- I stand corrected, I didn't know these people are actually trying to put the deposit on plastic containers. How could they possibly have enough return receptacles for them all? I don't think they've thought this thru. The term kneejerk comes to mind.

jimi -- maybe you should read and try to comprehend the article before you post. The bill provides for a deposit -- you get it back when you return the bottles. Duh. We have friends and family in states where they have deposits of 10 cents on bottles and cans. Rich and poor take this very seriously. At parties and in homes there are containers for cans and bottles. If some Texan accidentally tries to toss a bottle or can, they go nuts! This is an excellent idea. It keeps things clean because folks have an economic incentive to do so. It creates jobs actually, because folks are hired at stores to collect the recycled containers and give customers their deposits back. More jobs are created at the recycling facilities. Of course some of you seem to think that keeping the environment clean is some sort of liberal plot! Bah!

Go to the grocery 1usa1. There are a lot of drinks that still come in bittles. That's what was done in the 50's. I used to make several dollars every weekend picking up bottles on what is now know as Padre Island.

Don't lnock it if you haven't tried it. We moved here from Oregon and they have a similar bill but it is 5 cents per can and bottle. There the roads and streams are clean. At 5 cents per can kids make some extra money and so so the homeless. Not to mention the Scouts. Come on clean up our highways.

I have traveled throughout the US and in those states where deposits are the law, I have seen far less trash on the highways. Just drive around Houston and look at all the plastic bottles strewn around street corners, under bridges in the ditches and bayous. People will continue to throw these bottles out their car windows unless it starts to cost them money. Now, the plastic doesn't break down for many many years, yet it does re-cycle. I wish they would do away with the disposable culture completely. The sad thing is that most of you are from the "No deposit-No return" generation. Beleive it or not, there was a time when supper didn't come in a box! Diapers had to be washed, and Pepsi tasted better!

Sounds like the consumer losses nothing if they recycle what they bought, great opportunity for redemption centers to open throughout Texas creating jobs, good way for schools to raise money for their campus as well as any non-profit or for profit business, the clean quantity and quality of the feedstock from the Bottle Bill will bring in recycling-reliant industries into Texas, more jobs, retailers wont have to take them back, so just those consuming and producing the products/packaging would pay for the program. Cool ! Throughout the world its called EPR extended producer responsibility, 11 of our states have been doing this since 70's. Check out www.bottlebill.org The monies left in the fund by non-recyclers pays for the program. The Indians said "Don't eat your seed corn!" We're feeding our seed corn (recyclable beverage containers) to our landfills. There's cash in that trash. Let's take 'em back, Texas A Cleaner State of Mine...one dime at a time.

I can remember when I was a kid my friends would go up and down West 43d looking for bottles. They returned them to Weingarten's for enough money for the Saturday matinee at the Garden Oaks Theater. Maybe a deposit/return would encourage people to pick up the trash. A deposit may cost you now, but you could get it back. The stores would have to raise prices to cover the cost of receiving and storing the returns and giving refunds for bottles purchased elsewhere, so your grocery bill will go up. The logistics are mind-boggling. I would favor ticketiong people who litter as a way to fund trash collection.

And who is going to pay for , the stores to store and get rid of these bottles once they pay the refund on them ?What about the stores that pay out more in refunds than they sell ?Who's going to pay them to do the paperwork ?No doubt this money will go to the city state funds. How long will it take the store to get their money back ? how about the red tape they will have to go through to get the money back ?What if now they have to borrow money to buy stock , because they are waiting to get the money back they paid out ? There are more to laws than meets the eye .Not to mention haveing to transport the empty bottles , sort count etc .

Doesn't anybody else remember when we used to pay a deposit on bottle Cokes? (For anybody not from SE Texas, that means soda pop, cola, pop, or whatever term you use in other parts of the world. LOL) The bigger the bottle, the bigger the deposit. I remember when my friends and I would pull our wagon around the neighborhood looking for and collecting bottles when we were young so we could sell them to the store and buy a snowcone or something to drink. One time we collected and sold enough bottles to buy ourselves a 3-piece meal at KFC ... of course, we split that three ways ... and shared the drink. That was a very successful day! ahhh, the good ol' days!

Just a dime deposit on each can? That's hardly enough to dissuade casual litterers/non-recyclers. It may be enough to encourage scavengers to root through trash or pick cans up from the side of the road. I'd say make the deposit a dollar a can. You get it back you know. People would be much less likely to throw a whole dollar away. If you want to effect a social change, you have to make non-compliance hurt.

ok let me get this straight we give you 10 cents a bottle so that everything that comes in a bottle the price will go up ..come on ppl its hard enough to feed my family i don't live in river oaks i know ..i know sure its going green but folks i do recycle just to make ends meet .. this is wow ..at least it gives the good ole boys who does the clean up a job... why don't our goverment ppl take a pay cut for coming up with how to **** the people that pay them and see how they feel
