For the second straight year, KHOU has won the Outstanding Regional Investigative Reporting Award at the National News & Documentary Emmy ceremony in New York City.

This year’s winning entry was "Soldiers at Risk: The Iraq Water Investigation" by Jeremy Rogalski and Keith Tomshe with the 11 News I-team.

Rogalski and Tomshe uncovered how some soldiers deployed in Iraq were given inadequate water while fighting in 130-degree heat.  Some of these soldiers were rationed to a half-gallon of water a day for as long as one year.  This, despite military guidelines recommending seven times that amount.  As a result, some soldiers were ordered to steal water from civilian bases in order to survive.  Others developed severe medical problems that disabled them and forced them out of the military, now unable to work and in daily pain.
