Employee travel under scrutiny by City of Houston auditors

HOUSTON -- It takes a lot to run the City of Houston: a lot of brainpower, and a lot of manpower.

But what would you think if city workers spent time away from their regular duties, to do jobs in other cities around the world? For example, what if public works employees assigned to filling potholes, instead were traveling the globe consulting other cities on the best way to fill potholes?
That hypothetical example may sound far-fetched, but there’s one city agency where it’s been going on for years: the Houston Airport System.
Employees there have spent thousands of hours in far-flung places, from Barbuda to Bejing, marketing their technical expertise. It all has the blessing of Houston’s Mayor and City Council. And it is supposed to generate money, commerce and air traffic back here at home.
But the 11 News Defenders discovered a big problem. When those city employees are working on other airport projects, the Houston Airport System is supposed to be reimbursed for those hours.
But that isn’t always happening. Our airports are getting shortchanged.
