Jeremy,

In reviewing the contracts you had in question, we have reviewed the daily activity sheets for each and found five contracts have negative time issues in all. We have talked with three so far and will continue with the other two to offer them options for solutions. We have also pulled time sheets from some contract in the months in between those you brought to our attention and are reviewing them with contract boards. If you wish to see these records, I will make them available to you and will discuss our response to the contracts.

We have three different and disparate systems that collect information and times and none are easily reconcilable to each other. To address this, we have developed a new electronic data collection process that will save time at the supervisor and clerical level. This collection process is already being developed in-house and will work wirelessly from the laptops in cars or from desktops already in place. Any question of specific activity will rely on the computer aided dispatch records which time stamps all actions and will avoid conflicting records.

We compared the use of the park deputy for delivery of the inter-departmental mail and it still comes out cheaper than hiring a courier service to make the pickups and deliveries. With so much sensitive material, disciplinary actions, sometimes evidence, etc, going between offices, we are hesitant to not use department personnel. I believe most agencies still use sworn personnel for such activity anyway. Deputies assigned general Parks assignments have been used as temporary replacements and as fast as is possible are being moved back.

We have and will continue to review our position with the county attorney and will discuss our process changes with them when completed. Should refunds or other approaches be appropriate, we will seek to remedy the situation and will certainly be increasing supervisory review of contract activity. Insofar as your highlighting this issue has identified that our attempts to maintain accurate records needs work, you are correct. Again I stress there is no nefarious scheme and that many of the practices have long been in place. In making changes, we have surveyed the other larger county law enforcement agencies and will adapt our procedures accordingly.
