TEXAS CITY — A man accused of unleashing a hail of gunfire that hit his girlfriend’s car and a house was arrested Wednesday on felony charges.
Bond for Earl Malcom Vignes, 24, was set at $200,000 on two counts of aggravated assault with a deadly weapon, stemming from a 1:45 p.m. Nov. 27 incident in the 200 block of Highland Street, Texas City police Capt. Brian Goetschius said.
