Police: Construction worker at Friendswood Junior High caught with heroin

FRIENDSWOOD, Texas – A man working construction on the new Friendswood Junior High has been arrested and charged with heroin possession.

Police said Robbie Carlton, 49, was arrested Thursday around 6:48 p.m. at the campus, located at 1000 Manison Parkway.

Police were led to Carlton by 27-year-old Daniel Koonce, also a construction worker, who was pulled over around 5:22 p.m. for a traffic violation in the 100 block of W. Parkwood.

Officers said Koonce had drug paraphernalia in his possession, and when they gave his car a more thorough search, they found a syringe with brown liquid in it.

Koonce told officers the syringe belonged to Carlton and led them to the school site.

Officers interviewed Carlton and said he admitted the syringe belonged to him and that it contained heroin.

Carlton was being held on $40,000 bond Friday at the Friendswood Municipal Jail, pending transfer to the Galveston County Jail.

Police said Carlton has a criminal history that includes convictions for involuntary manslaughter and narcotic possession.

He was released from prison in 2004 after serving time for drug charges.

Police said the injectible heroin is not related to the liquid herion problem that the Clear Lake area has been experiencing in the last 18 months.

School district administrators said Carlton was a temporary employee of a subcontractor and had only been on the job site for one day.

Police said they were working with Friendswood ISD to ensure that appropriate screening is conducted for contractors and subcontractors at the job site.
