HOUSTON — A teenager said she was dragged into an abandoned house in the Fifth Ward and raped by four young men Tuesday.

The 17-year-old was treated at a local hospital.

Police have questioned the suspects, but no charges have been filed and the investigation continues.

Neighbors were furious about the alleged attack in the 4000 block of Caplin because they’ve complained about the eyesore for months.

"We need proactive measures when we call in and have incidents like this, particularly when they’re close to schools," said local activist Kathy Daniels.

A team from Houston’s Department of Neighborhoods showed up to secure the property Wednesday. They boarded it up and cleared away weeds from the overgrown lot.

"It’s not enough," said Daniels. "It’s too little, too late."

"It’s after the fact," agreed Callie Radley, who lives across the street from the vacant home.

Radley said she’s called 311 numerous times to complain about the abandoned unsecured structure. She was shocked to hear what happened.

"This happened in broad daylight," she said. "Not at night."

City officials said they first learned of the problem back in April, and spent months trying to pressure the property owners to do the right thing.

"This is not an overnight process," said Gregory Mackey with the Department of Neighborhoods. "No matter what the conditions of the structure are, every owner has the right to due process."
