A new study says welfare pays more than minimum wage in 35 states, and sometimes a lot more. The Cato Institute said in 11 states, the programs pay more annually than the average teacher makes.

A new study says welfare pays more than minimum wage in 35 states, and sometimes a lot more.

The Cato Institute said in 11 states, the programs pay more annually than the average teacher makes.

In 39 states, it pays more than the starting salary of a secretary.

Texas is not on the list.

More than 100 million Americans get some sort of welfare help from the federal government.
