WASHINGTON -- Hispanic, black, Asian and other House lawmakers backing immigration overhaul called Tuesday for legalizing illegal immigrants in the U.S., despite a weakened economy and joblessness.

The coalition of lawmakers said Tuesday immigration reform can protect American workers as well as bring into the mainstream economy productive immigrant workers who have lived in the shadows because of their illegal status.

"For those who say that given the state of our economy, given the unemployment rate, this is not the time, I would say to you there is no wrong or right time. There is a moral obligation," said Rep. Nydia Velazquez, D-N.Y., chairwoman of the Congressional Hispanic Caucus.

Rep. Luis Gutierrez, D-Ill., who has become a leader of a multiethnic coalition of immigration reform backers, said immigration reform opponents "will use it as a wedge issue and will blame everything from unemployment to rising health care costs on immigrants."

"The immigrant blame game is constant," Gutierrez told a packed Capitol Hill news conference.

Immigration reform also means tougher penalties for employers who hire illegal workers, rules requiring foreign investors given U.S. visas to create jobs in this country, restrictions on hiring of foreign workers, he said.

Although there has been a report of a better-than-expected increase in production in the U.S. economy, experts say it remains weak and recovery continues to be slow.

That has led some to suggest that early next year—as some are expecting—is not the time to bring up immigration reform and certainly not to legalize illegal immigrants.

"Illegal immigrants currently occupy 8 million jobs. Those stolen jobs rightfully belong to citizens and legal immigrants. We could cut the unemployment rate in half simply by enforcing immigration laws!" said Texas Rep. Lamar Smith, the top Republican on the House Judiciary Committee.

An immigration reform bill proposed by Gutierrez seeks to legalize undocumented immigrants by requiring them to register with the federal government, pay a $500 fine for each adult, learn English, pass background checks and meet other requirements. They then are eligible for a six-year visa and when that is done a green card.

It contains numerous other proposals.

The bill was unveiled Tuesday, but lawmakers acknowledged the

Senate will vote first. There is some skepticism whether Democrats will be willing to take up immigration reform early next year so soon after a tough health care debate and with 2010 elections gearing up.

"What we are doing is getting ready so when they are done with their work, we can quickly act," Gutierrez said.

jacobsmomma said on December 15, 2009 at 9:20 PM

How much money has it already cost this country to get these laws into effect - and to try to undo that will only cost more! What has this country come to? Americans cannot expect to go to another country and just get catered to, as the immigrants do here. This is not about race - although it seems whenever something like this comes to the news, it's another race (nationality) trying to change it. Have we given up on our own country folks? WTF I agree with warrenstiehl... We shouldn't have anyone in congress that would even think to let something like this get changed or undone. Perhaps enforced though!

A great idea! Lure them in, have them tell where they live, get them fingerprinted, DNA samples taken etc. Then send them back where they came from. If they ever return, look them up in the illegal alien DNA/Fingerprint data base and put them on a chain gang. The data base would go a long way to solving a great deal of crimes too.

The solution is to reelect no one. Congress is out of touch with America. It is time to get rid of career politicians. Vote against every incumbent.

Besides the jobs Texans WILL do, they commit a large percent of violent crime, almost all belong to gangs. We taxpayers have to foot the bill for their medical care, food stamps and social services. Talk about balancing our budget--we would save billions just by deporting ALL illegals and their kids.

we have tried this before and all it did is cause more illegal aliens to brake our laws and rush to Houston these people are criminals folks they have broken our laws by sneaking in to our country or staying past their visa period. If we are going to open our borders to everyone who wants in then we can expect more bombings and people who refuse to abide by our laws or to learn to speak our language from what I have seen in every part of Houston that these criminals live in the area has been turned into the areas that they left to come here to take our jobs and to fill our schools and to overcrowd our emergency rooms for free health care its time to stop these people not encourage them

scanner97 said on December 15, 2009 at 10:14 PM

SEND EVERY ILLEGAL BACK WHERE THEY CAME FROM, ALONG WITH ALL THE PEOPLE THAT WANT TO GIVE THEM LEAGL STATUS, WITHOUT THEM DOING IT BY THE BOOK.

American companies in other countries should be nationalized or kicked out. How do you like this idea, opponent of immigration reform?

jtilk said on December 15, 2009 at 10:42 PM

These people are leaches on our society ... and people wonder why takes are higher and social security will be non-existent in a few years.

wildfawn said on December 15, 2009 at 10:51 PM

How many of the unemployed Americans would rush to take the jobs the illegal immigrants are doing, if they were all kicked out? Sure, a few would. But I don't think many of the unemployed Americans want the jobs picking fruit and vegetables out in the heat, working on the farms, mowing lawns, putting on roofs in Houston in July, washing dishes in the restaurants, working in the butcher shops in every meat market in town. I also don't think many of us could afford a great many of the things we can now if the wages for these jobs had to rise sufficiently to tempt Americans into taking them. A meal out at a restaurant would cost 2-3 times what it does now. Any country needs a source of cheap labor. But it should be legal labor, so it can be tracked and taxed.

phlypaper said on December 15, 2009 at 10:59 PM

Right on, ftexas. Let's throw all the gooberment bums out. We went through all this before. USA citizens did'nt want to legalize illegal aliens then and still don't want to now. The elitest jerks in DC will not listen to us, so we have no choice but to get rid of them. I can't wait until next year to get to the polls and vote!

crosbytx said on December 15, 2009 at 11:02 PM

Get these people out of office now!

smile1 said on December 15, 2009 at 11:32 PM

Oh HELL NO. If they want to live here, they can become LEGAL citizens and pay for everything the rest of us get to enjoy/provide. I will hunt to the ends of the Earth and campaign AGAINST any CongressJerk that feels otherwise. Speaking of which...ALL of the people in Congress (state and federal) need to be removed and replaced with people who know about insurance and air fares and...reality. C'mon, folks, what is this? We should be able to have enough people to start a revolution against those who "say" they represent us, but actually represent only themselves and their friends/backers. Yuck!

bgstrong said on December 16, 2009 at 2:02 AM

SHAMEFUL politicians & bureaucrats.. Arrest & deport all ILLEGAL aliens , their families and their US born anchor kids. Seize all their assets and give them to the local county education & health care systems. Do not ever allow anyone who has ever been an ILLEGAL alien to get US citizenship.

This is the change you get every time a democrat is elected to office, it should tell you something,These people have no interest in what Americans want, Every democrat running for any kind of office should have to pay for it,Get all of them out that's coming up for re-election and dont elect the new ones coming in cause they have the same anti American agenda. We have to stand up to these people now and remove them all

I do not know about the rest of you folks, but I find it humorous that the protestors are protesting to Usa Citizens in Mexican/Spanish, like I'm gonna understand what they are saying? They are making their point obvious, "We want to be Citizens under our rules" No speaka de English.

daisymay said on December 16, 2009 at 9:08 AM

Usams, might I suggest you look at a map. "We Americans" refers to the people of the "United States of America". Seriously, you're embarrassing yourself. Did you fail geography?

kurtaz said on December 16, 2009 at 9:16 AM

gisgal said on December 16, 2009 at 3:04 PM

Patagonia: When was the last time there was a push for making American citizens anything but? We do not go to other countries and demand free anything. Half of the countries out there won't even let American citizens in. Get over your self. SMUG trash.

gisgal said on December 16, 2009 at 3:08 PM

usams: So down in Brazil do they refer to themselves as Americans? What about Mexico? What about Argentina? When we say "We Amercans" that is because we are the only countriy that refers to ourselves as American. Even though you are technically right. You tried to look smart but you FAIL!

dubie said on December 16, 2009 at 6:19 PM

ten months away and we,ll show you what you can do with your legalization of illegals, start packing, with the economy in such a downfall this is ridiculous to even consider,I,m telling you,America is being sold out under this administration, and we got to get people in there that has enough courage to fight for our rights

2536313 said on December 20, 2009 at 3:39 AM

If law makers want to legalize illegal immagrants then why not legalize the terrorists also. Same thing. Everyone coming into this Country seem to have more rights than we that were born here. Next time you go to vote do not vote for any incumbents. Always vote for the new person. Maybe eventually we'll get some honest people in our Government.
