Decorations make any party just more fun and special. Here are some frugal ways to dress up the party:
Marthastewart.com has some easy crafty ideas for your birthday party (ok, some are easy and some are not). I have made the tissue balls shown, they are frugal and easy to make. I like taking some of Martha's more complicated ideas and making them a bit more simple, even letting my kids help with the decorations too.
Amazingmoms.com shows frugal ways to decorate your birthday party, everything from Alice in Wonderland to X-men! Tipjunkie.com offers free printables for cupcake toppers, candy and water bottle wrappers, invitations, thank you cards and banners. These are so easy, just make sure you have changed your printer settings from the low draft (for coupons) to the best quality. That also means you'll use more ink than normal but it's still a great deal!
I'm a HUGE fan of balloons simply because they are cheap and they take up a lot of space. Your party can easily look filled up and decorated when you stage balloons appropriately. Just a FYI though, balloons outside in Oklahoma heat will pop...they'll even pop in your car too and you'll think you've been shot. That's not fun.
