1.     For rice mixture, simmer together the first 7 ingredients for 12-15 minutes.

2.     Coat pan with spray.

3.     Layer pan with 14 corn tortillas

4.     Layer with 1/3 of rice mixture

5.     Repeat steps 3 and 4 two more layers

6.     Top with cheese/ Bake
