Beat the Traffic: Freedom Over Texas downtown road closures

The City of Houston plans to enact the following traffic plan for the Freedom Over Texas.  Drivers who normally take Allen Parkway can use Memorial Drive or I-10 as alternates during the closures.

PRE-EVENT TRAFFIC PLAN:

  • Monday, June 27, 9:00 a.m. to Friday, July 1, 7:00 p.m.
    • Allen Parkway feeder road between Gillette Street and Heiner Street
  • Thursday, June 30, 9:00 a.m. to Friday, July 1, 7:00 p.m.
    • Three lanes of Allen Parkway (inbound) beginning Taft Street will be tapered to one lane to Heiner Street

EVENT STREET CLOSURES:

  • Friday, July 1, 7:00 p.m. to Tuesday, July 5, 5:00 a.m.
    • Allen Parkway north and southbound exit ramps from the Gulf and North Freeways (I-45)
    • Sabine Street at Memorial Drive
    • Walker cut-off to Allen Parkway and Sabine Street (I-45 North on-ramp) and the loop to McKinney remain open
    • Allen Parkway (inbound) at Taft Street (feeder to Gillette Street open until 4:00 p.m. Monday)
    • Allen Parkway (outbound) at Bagby
    • Crosby Street at W. Dallas Street
    • Gillette Street at W. Dallas Street
    • Heiner Street at W. Dallas Street
  • Monday, July 4, 5:00 p.m. to 10:30 p.m.
    • Allen Parkway inbound at Montrose Boulevard (Allen Parkway feeder will remain open for apartments only)
    • Silver Street at Memorial Drive
    • Sawyer Street at Washington Avenue
  • Monday, July 4, 5:30 p.m. to 10:30 p.m.
    • Memorial Drive (inbound) at Waugh Drive
    • Memorial Drive (outbound) at Bagby
  • Monday, July 4, 9:00 p.m. to 10:00 p.m.
    • Sabine Street Bridge between Allen Parkway and Memorial Drive

POST-EVENT TRAFFIC PLAN:

  • Tuesday, July 5, 5:00 a.m. to 11:59 p.m.
    • Three lanes of Allen Parkway (inbound) beginning Taft Street will be tapered to one lane at Heiner Street
  • Tuesday, July 5, 5:00 a.m. to Wednesday, July 6, 11:59 p.m.
    • Allen Parkway feeder road between Gillette Street and Heiner Street

*** The Buffalo Bayou Waterway will be closed on Monday, July 4, from 4:00 p.m. to 10:00 p.m. between the Capitol Street Bridge and Montrose Boulevard / Studemont Street.

DIRECTIONS / PARKING

  • FROM I-45 NORTH
    • Exit McKinney, left on Bagby, right on Rusk to Theater District Parking (TDP)
    • Exit I-10 east to Milam St. Turn right on Capitol to TDP
  • FROM I-45 SOUTH
    • Exit Scott/Downtown to St. Joseph Parkway/Pease St. Right on northbound streets to Capitol, left on Capitol to TDP
    • Exit at Houston/Memorial Ave. Right on Memorial/Rusk to TDP
  • FROM I-10 WEST
    • Exit Milam Street. Right on Capitol to TDP
    • Take I-45 South, exit Dallas, Dallas becomes Bagby, right on Rusk to TDP
  • FROM HWY 59 NORTH
    • Exit right on Jackson. Turn right on Congress/Franklin. Left on Milam. Right on Capitol to TDP
    • Exit I-10 west to I-45 South, exit Dallas, Dallas becomes Bagby, right on Rusk to TDP
  • FROM HWY 59 SOUTH
    • Exit Spur 527
    • Exit Louisiana to Capitol, left on Capitol
  • FROM HWY 288
    • Merge to Hwy 59 North; take I-45 North to Houston Ave./Memorial. Right on Memorial/Rusk to TDP
    • Exit Polk. Left on Polk. Right on Bagby. Right on Rusk to TDP
