HOUSTON -- BARC has long complained it's understaffed and things were no different on Thursday.
Bank employees along the Eastex Freeway called to report three stray dogs were caught in traffic.
By the time a BARC officer arrived, two dogs had been hit by cars. One died.
A man drove the injured dog to the BARC shelter, which is less than two miles away.
“A BARC officer finally showed up after three hours, and I feel that's ridiculous," said Bryan Zuniga. "BARC is supposed to be an organization that's supposed to protect animals so they should have a sense of urgency especially for something like this."
A BARC spokesperson said they actually responded about 30 minutes after the call, but said no one was there and pointed out that it was a very busy day.
