HOUSTON—President Barack Obama has appointed Project Rowe Houses Founder Rick Lowe to the National Council on the Arts, Project Row Houses announced Tuesday.

The appointment comes as Project Row Houses celebrates its 20th anniversary.

The arts-based Third Ward community organization features artist installations and performances and also provides programs for single mothers, neighborhood children and their families.

The National Council on the Arts advises the  National Endowment for the Arts chairman on agency policies and programs, and reviews and makes recommendations to the chairman on applications for grants, funding guidelines, and leadership initiatives.
